As cell-only households continue to grow, the optimal cell phone sample is getting larger and larger. Luckily, our methods and tools for sampling cell phones are increasingly more efficient.
Join us to discuss two of the latest sampling strategies--the cell phone “activity” level and billing zip code, both based on post-sample matching. The activity level offers the ability to pre-screen cell RDD samples based on the level of outgoing calling activity associated with each cell phone number. This service can improve productivity of RDD cell sample prior to manually dialing by identifying numbers that are most likely to be non-working. The billing zip code offers another glimmer of hope in targeting cell phone RDD to small geographic areas (e.g. county of city). First we had wire centers, then rate centers, and now we have billing zip code (at least for some numbers). We examine the effect of each of these tools on productivity, efficiency, and potential for bias.
Finally, we offer a set of recommendations for incorporating these tools into the design of cell sample in dual frame RDD telephone surveys.
